Lifting the lid on misrepresentation

IT SAYS
"A plan being discussed by the
Whitchurch Town Centre Improvement Project Steering Group..."

THE TRUTH
A plan is not being discussed.
A decision was made after public consultation last Spring.

IT CONTINUES...
"...to spend thousands of pounds
worth of taxpayers money on five bollards..."

THE TRUTH
Wrong again.
The project is up to 41 bollards over several years.
It is hoped that sponsorship from businesses and will keep the
project running into the future and provide an eye catching
opportunity to promote businesses and traders.
Each decorated bollard will also save on maintenance charges as
Hampshire County Council will not have to paint them
(an estimated saving of nearly £100 per bollard from Highway funds!)

AND ADDS...
"This scheme to spend £6000 of public money..."
THE TRUTH
It was £5,700 because 'someone' decided to take some
of the funds to run some workshops.

AND SAYS (AGAIN)...
...decorating 5 bollards in the Town
THE TRUTH
The writer has been told numerous times that this is incorrect.
He is even a member of the Group that made the decisions!
There is a strict published Agreement that sets out the financing.
This says nothing about £6000 for 5 bollards.

AND FURTHER STATES...
"Budget includes Bollards Website: £500"
THE TRUTH
The Website cost £9.99 for the domain name
and even that was donated.
The 'saving' goes into more artistic endeavours
to help brighten up Whitchurch.

AND MORE...
"Budget includes Bollards Launch: £300"
THE TRUTH
The Budget shows £100 and even that may be sponsored.

AND SUMS UP WITH...
"Would you have preferred 5 bollards or
a
play area on the Meadow"
THE TRUTH
The leaflet shows a picture of plain bollards and
play equipment estimated to cost over £25,000.
The funding from SEEDA is for an Art Project - £6000 out of £125,000
It cannot be used for a playground.
The quiet tranquil Meadow, a much-loved area of natural beauty
is a totally unsuitable place for a large playground,
when there is already one 500m away.

MORE TRUTHS
If this project was stopped the funds may go
to another town.
Whitchurch could lose a valuable grant.
Only exceptional circumstances would prevent that.
A young artist would lose a job of design and painting.
Other artists would lose employment.
Children's activities would be stopped.
Whitchurch would lose a chance for business
and tourism enhancement.

BUT WHAT IF YOU AGREE THE PROJECT IS MISPLACED?
Art is always subjective.
Anyone has the right to make representations to have the funding
reallocated, reduced or removed.
That is not challenged at all so long as it is truthful and honest.
Anyone can challenge the decisions of the elected representatives.
